Common Reasons Budgets Fall Short:

1️⃣ Unrealistic Revenue Projections – Overestimating income leads to funding gaps and stalled projects.
2️⃣ Weak Planning and Coordination – Poor alignment between policy priorities and budget allocations results in ineffective implementation.
3️⃣ Lack of Transparency and Accountability – When citizens can’t see or follow the money, waste and mismanagement thrive.
4️⃣ Limited Participation – Budgets that don’t reflect community needs often fail to address the real priorities of the people.
5️⃣ Political Interference – Shifts in leadership or priorities can derail long-term budget commitments.
6️⃣ Capacity Constraints – Limited institutional and technical capacity to execute and monitor budgets hampers performance.

What Needs to Change?

✅ Improve transparency, monitoring, and audit mechanisms
✅ Ensure consistency and discipline in budget execution
✅ Invest in capacity building for public finance professionals
