What is MTEF?
The Medium-Term Expenditure Framework is a multi-year budgeting tool that links policy planning with resource allocation, typically over a 3–5 year period. It helps governments move beyond year-to-year budgeting and enables:
✅ Predictable funding for priority sectors
✅ Better alignment of budget with national development goals
✅ Stronger fiscal discipline and control of public spending
✅ Improved transparency and accountability
Why It Matters for Ethiopia?
In Ethiopia’s context, an effectively implemented MTEF can:
🔹 Ensure sustained investment in key areas like education, health, and infrastructure
🔹 Reduce the gap between policy promises and actual spending
🔹 Strengthen coordination between line ministries and the Ministry of Finance
🔹 Enhance public confidence in the budgeting process
